How Virginia State Income Tax Withholding Works
Virginia employer withholding is computed according to the formula on printed page 21 of the Income Tax Withholding Guide for Employers (2614086 Rev. 10/26):
T = (G × P) - [$8,750 + (E1 × $930) + (E2 × $800)]
Where G is period gross wage, P is number of pay periods per year, E1 is personal exemptions ($930 each), and E2 is age 65+/blind exemptions ($800 each). Taxable wage T cannot be negative.
Statutory Sunset Notice on Standard Deduction:
Under current Virginia law, the increased standard deduction of $8,750 in the withholding formula ($17,500 for married couples filing jointly) is scheduled to sunset after taxable year 2026 and revert to $3,000 for single filers and $6,000 for married couples (Guide pages 5 and 21).

Frequently Asked Questions About Virginia Paychecks
How is Virginia state income tax withheld from wages?
Virginia withholding is calculated by annualizing your gross pay, subtracting the $8,750 standard deduction and your personal exemption allowances ($930 per personal exemption and $800 per age/blind exemption), and applying Virginia's graduated brackets (2%, 3%, 5%, and 5.75%). The annual tax is rounded to the nearest dollar and divided by your pay periods. Source: Virginia Tax, Income Tax Withholding Guide for Employers (2614086 Rev. 10/26), pages 21–22.
What is the standard deduction in the Virginia withholding formula?
In the employer withholding formula, the standard deduction is a flat $8,750 for every employee regardless of filing status. Married employees claiming their spouse receive the marital benefit through personal exemptions (E1 = 2). Source: Virginia Tax, Income Tax Withholding Guide for Employers (2614086 Rev. 10/26), page 21.
Is the Virginia standard deduction increase permanent?
No. Under current Virginia law, the $8,750 withholding standard deduction ($17,500 on annual joint returns) is scheduled to sunset after taxable year 2026, reverting to $3,000 for single filers and $6,000 for married couples. Source: Virginia Tax, Income Tax Withholding Guide for Employers (2614086 Rev. 10/26), pages 5 and 21.
What are Form VA-4 personal and age/blind exemptions?
Employees file Form VA-4 with their employer. Each personal exemption (E1) reduces annualized taxable wages by $930, and each age 65+ or blindness exemption (E2) reduces annualized wages by $800. Source: Form VA-4 and Employer Withholding Guide, page 21.
Do 401(k) and health insurance deductions reduce Virginia taxable income?
Virginia's employer guide says Virginia generally follows the federal definition of wages subject to withholding but does not list each deduction. We therefore model traditional 401(k) and pre-tax health premiums as reducing Virginia wages. Check your pay stub to confirm.
